507.01 DEFINITIONS.
   For the purposes of this chapter, the following terms, phrases, words and their derivatives shall have the meanings set forth hereinbelow:
(a)   “City” means the City of Sandusky, Ohio.
(b)   “Minor” means any person seventeen years of age or younger.
(c)   “Parent” means any person having legal custody or residence of a minor:
(1)   As a natural or adoptive parent.
(2)   As a legal guardian.
(3)   As a person who stands in loco parentis; or
(4)   As a person to whom the legal custody or residence has been given by court order.
(d)   “Public place” means any street, highway, alley, thoroughfare, or right of way, including sidewalks; any park, playground, ground, place or building open to the public; any privately-owned or publicly-owned place of amusement, entertainment, recreation, or public accommodation, including parking lots and other areas adjacent thereto; and any vacant lot or land, or, if the presence of the minor thereupon is without the consent or knowledge of the owner, any private property.
(e)   “Time of night” means the prevailing standard of time, generally observed at that hour by the public in the City, prima facie evidence of which shall be the time then observed in the administrative offices and the Division of Police of the City.
(f)   “Year of age” shall continue from one birthday through, but not including the next, so that the phrase “seventeen years of age or less” shall be equivalent to the phrase “under eighteen years of age”; and the phrase “eleven years of age or less” shall be equivalent to “under twelve years of age”.
