351.24 PARKING CITATIONS AND PROCEDURE.
   (a)   Notice on Illegally Parked Vehicles. Whenever any motor vehicle without a driver is found parked or stopped in violation of any restrictions imposed by ordinance of this City or by state law, the officer finding the vehicle shall take its registration number and may take any other information displayed on the vehicle which may identify its user and shall conspicuously affix to the vehicle notice in writing on a form provided by the City Manager for the driver to answer to the charge against him within a period of 72 hours during the hours and at the place specified in the notice. The officer shall give all copies of the notice to the Municipal Court.
   (b)   Failure to Comply with Notice Attached to Parked Vehicles. If a violator of the restrictions on stopping, standing or parking under the traffic laws and ordinances does not appear in response to the notice affixed to the motor vehicle within a period of 72 hours the Clerk of the Municipal Court or the Traffic Violations Bureau shall send to the owner of the motor vehicle to which the notice was affixed a letter informing him of the violation and warning him that in the event the letter is disregarded for a period of 5 days a complaint will be filed and warrant of arrest issued.
   (c)   When Complaint to be Issued. In the event any person fails to comply with a notice given to the person or attached to a vehicle or fails to make an appearance pursuant to a summons directing an appearance in Municipal Court, or if any person fails or refuses to post bond as required and within the time permitted by ordinance, the Municipal Court shall forthwith cause a complaint to be entered against the person and a warrant issued for his arrest.
   
   (d)   Use of Fictitious Name After Citation. It shall be unlawful for any person charged with violating any of the provisions of the traffic code to present a citation tag or to file a written plea of guilty with the Clerk of the Court under a name other than his correct and true name.
