The City Manager is authorized to make regulations in the off-street parking facilities operated and maintained by the City as follows:
(a) Upon application therefor, and the payment of the fee designated by the City Manager and approved by the City Commission, to issue permits for parking.
(b) To allow permit parking, or to designate certain parking spaces or certain areas therein in which permit parking shall be allowed, and for which there shall be no parking limit and no hourly parking fee.
