351.09 TRUCK LOADING ZONES.
   (a)   The City Manager is authorized and directed to designate one parking space immediately in front of any commercial establishment as a truck zone for loading and unloading purposes upon application by the owner or operator thereof and payment of a permit fee of one hundred dollars ($100.00) per year when it is shown to the satisfaction of the City Manager that there exists a need therefor and there is no other suitable access to the establishment.
   (b)   This designated space shall be suitably marked as a truck zone and shall be restricted for parking of commercial vehicles only between the hours of 8:00 a.m. and 6:00 p.m. No person shall stop, stand or park any vehicle other than a commercial vehicle in any place marked as a truck zone between the hours of 8:00 a.m. and 6:00 p.m.
