Where water mains of the city are in any street or alley adjacent to or outside the corporate limits of the city, the Council may issue permits to the owners or occupants of properties adjacent or accessible to the water mains to make proper water service pipe connections with the water mains of the city, and to be supplied with water in conformity with the applicable provisions of this chapter.
