§ 52.10 ABANDONED SERVICES.
   (A)   Service installations that have been abandoned or have not been used for three years will be disconnected at the main by the city, and the related expense of the city will be charged to the property as an unpaid utility bill.
   (B)   When buildings are reconstructed or redeveloped and it is desired to increase or change the old water service, connections with the mains may not be made until all old services have been removed and the main plugged by the city or the owner’s authorized contractor, and any related expense of the city will be charged to the property as an unpaid utility bill.
