The consumer or owner must maintain the service pipe from the curb stop or building gate valve into the house or building. In the case of failure upon the part of a consumer or owner to repair a leak occurring in the service pipe within 24 hours after verbal or written notice from the Superintendent, the water will be shut off and will not be turned on until a penalty charge has been paid and the leak repaired. If the waste of water is great or if damage is likely to result from the leak, the water may be turned off immediately pending repairs.
