§ 162.09 CONFLICT, SEVERABILITY AND EFFECTIVE DATE.
   (A)   This chapter and its parts are declared to be severable. If any section, division, clause, sentence, word, provision or portion of this chapter is declared to be invalid or unconstitutional by a court of competent jurisdiction, that declaration shall not affect the validity of this chapter as a whole. All parts of this chapter not declared invalid or unconstitutional shall remain in full force and effect as if the portion so declared or adjudged unconstitutional or invalid was not originally part of this chapter, even if the surviving parts of this chapter result in greater restrictions after any unconstitutional or invalid provisions are stricken.
   (B)   The City Council declares that it would have enacted the remaining parts of this chapter even if it had known that such portion thereof would be declared or adjudged unconstitutional or invalid. If any part of this chapter is found to be in conflict with any other code provision or with any part of this chapter, the most restrictive or highest standard shall prevail. If any part of this chapter is explicitly prohibited by federal or state statutes, that part shall not be enforced.
