§ 162.06 REGULATION BY ZONE.
   (A)   Signs permitted in all zoning districts. The following signs are allowed in all zoning districts: all signs not requiring permits.
   (B)   Signs permitted in Traditional and Suburban Residential Districts, Prospective Interchange Development District and Public Recreation/Open Space District. Signs are allowed as follows in Traditional and Suburban Residential Districts, Prospective Interchange Development District and Public Recreation/Open Space District:
      (1)   In the Prospective Interchange Development District, this chapter only applies to properties used for residential and public recreational purposes. Signs on commercial properties are regulated by division (F) below;
      (2)   All signs as permitted in division (A) above;
      (3)   One subdivision identification sign per street frontage, neighborhood, subdivision or development, not to exceed 48 square feet in sign area in each location;
      (4)   One identification sign per entrance to apartment or condominium complex, not to exceed 36 square feet in sign area in each location;
      (5)   For permitted non-residential uses, including places of assembly, one freestanding sign, not to exceed 48 square feet in sign area, and one wall sign not to exceed 48 square feet in sign area; and
      (6)   All allowed freestanding signs shall have a maximum height limit of six feet and shall have a setback of 15 feet from any public right-of-way.
   (C)   Signs permitted in the Historic Downtown District. Signs are allowed as follows in the Historic Downtown District:
      (1)   All signs as permitted in division (A) above;
      (2)   One freestanding sign, or low profile sign per building having street frontage not to exceed one square foot in sign area for each lineal foot of total building street frontage. Such signs may not exceed a height of 25 feet and must be set back at least ten feet from property lines or in line with existing structures. Freestanding signs shall maintain a minimum clearance of ten feet over any pedestrian use and 14 feet over any vehicular way;
      (3)   One wall sign or electric awning sign with sign area not to exceed 15% of aggregate area of building elevation on which the sign is installed;
      (4)   One under-canopy sign for each separate occupancy or separate entrance not to exceed eight square feet in sign area. Under-canopy signs must have a minimum clearance of eight feet to grade;
      (5)   Incidental signs not to exceed four square feet of sign area per occupancy;
      (6)   One directional/information sign of no more than nine square feet of sign area;
      (7)   Where an occupancy is on a corner lot, a minimum clear view zone is to be maintained in a triangulated area at the point of intersection to allow an unobstructed view of oncoming traffic; and
      (8)   No sign shall impede pedestrian access to or use of an established sidewalk.
   (D)   Signs permitted in the Industrial District. Signs are allowed as follows in the Industrial Districts:
      (1)   All signs as permitted in division (A) above;
      (2)   One freestanding sign per building having street frontage not to exceed three square feet of sign area for each lineal foot of total building street frontage. No freestanding sign shall have a sign area in excess of 100 square feet. Signs must not project beyond property lines nor exceed a height of 25 feet. Where street frontage exceeds 300 lineal feet, only one additional freestanding sign may be allowed per 300-foot increment;
      (3)   One wall sign or electric awning sign. The sign area of a wall sign shall not exceed 30% of the aggregate square footage of the wall area upon which it is installed. An electric awning sign shall not exceed 30% of the aggregate square footage of the wall area upon which it is installed;
      (4)   Projecting signs may be used instead of any wall or freestanding signs; provided, they do not project beyond the property line and maintain a clearance of ten feet over pedestrian areas and 14 feet over vehicular ways;
      (5)   Roof signs may be allowed, but only in instances where no other sign types can provide effective identification. Roof signs shall be constructed so as to conceal all structure and fastenings. The height of the roof sign shall not exceed 20% of the total height of the building to which it is attached;
      (6)   One under-canopy sign for each separate occupancy or separate entrance not to exceed eight square feet in sign area. Under-canopy signs must have a minimum clearance of eight feet to grade;
      (7)   Incidental signs not to exceed four square feet in aggregate area per occupancy;
      (8)   One directional/information sign of no more than 12 square feet of sign area; and
      (9)   No sign shall impede pedestrian access to or use of an established sidewalk.
   (E)   Signs permitted in the Highway Mixed Use District. Signs are allowed as follows in the Highway Mixed Use District:
      (1)   All signs as permitted in division (A) above;
      (2)   One freestanding sign per building having street frontage not to exceed three square feet of sign area for each lineal foot of total building street frontage. No freestanding sign shall have a sign area in excess of 100 square feet. Signs must not project beyond property lines nor exceed a height of 25 feet, Where street frontage exceeds 300 lineal feet, only one additional freestanding sign may be allowed per 300-foot increment;
      (3)   One wall sign or electric awning sign. The sign area of a wall sign shall not exceed 30% of the aggregate square footage of the wall area upon which it is installed. An electric awning sign shall not exceed 30% of the aggregate square footage of the wall area upon which it is installed;
      (4)   Projecting signs may be used instead of any wall or freestanding signs provided they do not project beyond the property line and maintain a clearance of ten feet over pedestrian areas, and 14 feet over vehicular ways;
      (5)   Roof signs may be allowed but only in instances where no other sign types can provide effective identification. Roof signs shall be constructed so as to conceal all structure and fastenings. The height of the roof sign shall not exceed 20% of the total height of the building to which it is attached;
      (6)   One under-canopy sign for each separate occupancy or separate entrance not to exceed eight square feet in sign area. Under-canopy signs must have a minimum clearance of eight feet to grade;
      (7)   Incidental signs not to exceed four square feet in aggregate area per occupancy;
      (8)   One directional/information sign of no more than 12 square feet of sign area;
      (9)   The total amount of sign area permitted on a property shall be limited to one square foot of sign area for each linear foot of property right-of-way frontage, with a maximum of 120 square feet;
      (10)   A sign may not be placed or designed so as to simulate or interfere with traffic-control devices or official highway directional/information signs; and
      (11)   No sign shall impede pedestrian access to or use of an established sidewalk.
   (F)   Signs permitted in the Professional/Light Industrial Business Park and the Prospective Interchange Development Districts. Signs are allowed as follows in the Professional/Light Industrial Business Park and Prospective Interchange Development Districts:
      (1)   In the Prospective Interchange Development District, this chapter only applies to properties used for commercial purposes. Signs on residential and public recreational properties are regulated by division (B) above;
      (2)   All signs as permitted in division (A) above;
      (3)   One freestanding sign per building having street frontage not to exceed three square feet of sign area for each lineal foot of total building street frontage. No freestanding sign shall have a sign area in excess of 100 square feet. Signs must not project beyond property lines nor exceed a height of 25 feet. Where street frontage exceeds 300 lineal feet, only one additional freestanding sign may be allowed per 300-foot increment;
      (4)   One wall sign or electric awning sign. The sign area of a wall sign shall not exceed 30% of the aggregate square footage of the wall area upon which it is installed. An electric awning sign shall not exceed 30% of the aggregate square footage of the wall area upon which it is installed;
      (5)   Projecting signs may be used instead of any wall or freestanding signs provided they do not project beyond the property line and maintain a clearance of ten feet over pedestrian areas, and 14 feet over vehicular ways;
      (6)   Roof signs may be allowed but only in instances where no other sign types can provide effective identification.       (9)   One directional/information sign of no more than 12 square feet of sign area;
      (10)   Billboards are permitted subject to the following requirements.
         (a)   The total amount of billboard sign area permitted on a property shall be limited to one square foot of sign area for each linear foot of property right-of-way frontage, with a maximum of 300 square feet.
         (b)   Each billboard structure shall consist of no more than two sign faces.
         (c)   The billboard’s height shall not exceed 35 feet; however, where conditions warrant (such as visual impairment or other unusual conditions), maximum height may be increased with a Planning Commission review and City Council approval.
         (d)   The billboard must be located at least 500 feet from all other billboards.
         (e)   The billboard must be located no closer than 300 feet from any property that is in a residential district.
         (f)   There shall be no more than one type of message per sign face. Side by side panels are prohibited.
         (g)   Design standards established by the Planning Commission shall be followed.
         (h)   A conditional use permit is required.
      (11)   All freestanding signs located within 1,000 feet of a controlled freeway including entrances and exits may be installed to a maximum height of 75 feet or 25 feet above freeway grade, whichever is less. The signs must be on-premise signs and must be freestanding only. Where conditions warrant (such as visual impairment or other unusual conditions), maximum height may be increased with Planning Commission review and City Council approval;
      (12)   The total amount of sign area permitted on a property (including any billboards) shall be limited to one square foot of sign area for each linear foot of property right-of-way frontage, with a maximum of 300 square feet; and
      (13)   A sign may not be placed or designed so as to simulate or interfere with traffic-control devices or official highway directional/informational signs.
