§ 158.30 STORM WATER MANAGEMENT PLAN APPLICATION REVIEW PROCEDURE.
   (A)   Process. A complete Storm Water Management Plan application shall be forwarded by the City Administrator/Clerk-Treasurer to the City Engineer for review in accordance with this subchapter. The Planning Commission must also review the Storm Water Management Plan application and recommend approval, approval with conditions or denial to the City Council. Following Planning Commission review, the application must be reviewed by the City Council. The application may be approved by the City Council subject to compliance with conditions that are reasonable and necessary to ensure that the requirements of this subchapter are met. Such conditions may include, among others, the construction of structures, drainage facilities, storage basins and other facilities; replacement of certain vegetation on the site; the establishment of monitoring procedures; the staging of the work over time; the alteration of the site’s design to ensure buffering; or requiring conveyance of certain lands or interests therein to the city or other public entity. City Council action on the application must be accomplished within 60 days following the date the complete application was filed with the City Administrator/Clerk-Treasurer.
   (B)   Duration. City Council approval of a Storm Water Management Plan application will expire one year after the date of approval unless construction has commenced in accordance with the Storm Water Management Plan. However, the applicant may make a written request to the City Administrator/Clerk-Treasurer for an extension, so long as the request is received by the city prior to the application’s expiration date. Upon receiving a request for an extension, the City Administrator/Clerk-Treasurer should consult with the City Engineer on the request and make a decision on the request within 30 days of receipt.
   (C)   Amendments and revisions. Any changes, revisions or amendments to an approved Storm Water Management Plan must be reviewed and approved by the Planning Commission and the City Council.
