The City Administrator/Clerk-Treasurer may negotiate the Storm Water Utility user fee for parcels based upon land use data supplied by affected property owners which demonstrates a run-off volume for a standard rainfall event or other circumstances substantially different from factors being used for such parcels. Adjustments for Storm Water Utility user fees will not be made retroactively.
