§ 158.04 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   MONTHLY UTILITY REVENUE. The estimated monthly expenditures for planning and inventories, capital expenditures, personnel and equipment and operation of the Storm Water Utility, in accordance with the established city policy.
   STORM SEWER CONNECTION FEE. The fee charged for the connection and availability of city storm sewer facilities.
   STORM WATER UTILITY USER FEE. The annual user charge developed for each parcel of land for use of storm sewer facilities. This fee shall be determined by the City Council, as adjusted from time to time.
   UTILITY FACTOR. The ratio of run-off volume, in inches, for a particular land use, to the run-off volume, in inches for an average single-family residential property, assuming a two-inch rainfall and natural resources conservation services (NRCS) “Type B” soil conditions.
