(A) Plan.
(1) The operator of a major land disturbance permit operation must submit a restoration plan for the operation setting out in reasonable detail the steps to be taken to restore the operation, upon its closure, to a condition that will be:
(a) As nearly consistent as possible with the topographic condition of the site of the operation prior to the commencement of the operation; or
(b) Compatible with the surrounding topography.
(2) Acceptance of the plan by the Council is required prior to the issuance of the permit.
(B) Minor land disturbance operations. The application for a minor land disturbance permit for other operations must be accompanied by a performance bond or letter of credit in an amount specified by the City Council. The bond or letter of credit is to be conditioned upon the satisfactory performance by the operator of the terms of the permit. A restoration plan is not required.
