The purpose of this subchapter is to protect the public health, safety and general welfare of the people and property owners of the city by, among other things:
(A) Protecting the stability and character of commercial and industrial buildings;
(B) Providing minimum standards for the maintenance of existing commercial and industrial buildings, including abandoned commercial and industrial buildings;
(C) To prevent blight and economic deterioration in the city;
(D) To preserve the economic value of land and buildings in the city; and
(E) To enhance and preserve the real estate base in the city.
