§ 150.01 PLANNING COMMISSION.
   (A)   Commission. The Planning Commission has the powers and duties given it by M.S. §§ 462.351 to 462.365, as they may be amended from time to time, and this code. The Planning Commission is the planning agency of the city.

   (B)   Amendments. The Planning Commission, upon its own motion, may and, at the direction of the Council, must prepare proposed changes in the Zoning Code, the Comprehensive Municipal Plan, the subdivision regulations and other official controls of the city. The procedures for the adoption of these changes is that specified for the amendment of the Zoning Code in Chapter 163 of this code of ordinances and law.

   (C)   Vacation of public ways. A petition for the vacation of a street or public way must be referred to the Planning Commission for review and comment prior to being considered by the City Council. Failure of the Planning Commission to submit its comments to the Council within 45 days of the Commission’s receipt of the petition is deemed approval of the petition by the Commission.
