§ 31.28 FIRE DEPARTMENT.
   (A)   Establishment of a Fire Department. A Fire Department is hereby created by the city. The Fire Department shall be under the general direction and control of the City Council.

   (B)   Composition. The Fire Department shall consist of a Fire Chief and a number of other officers and firefighters as the Fire Chief and City Council may determine is necessary for the effective operations of the Fire Department. All firefighters shall be appointed by the City Council, in accordance with the city personnel policy and the Fire Department rules and regulations as are now or are hereinafter adopted.

   (C)   Rules and regulations. Rules and regulations concerning the operation and administration of the Fire Department shall be adopted by the City Council.

   (D)   Fire Chief. The Fire Chief shall be appointed by the City Council. The Fire Chief will perform management duties by providing guidance and direction to the Fire Department members.

   (E)   Other department officers. The other officers of the Department are specified in the Fire Department rules and regulations and shall be elected by the current members of the Fire Department and approved by the City Council.

   (F)   Compensation. Firefighters shall be compensated by the city on an hourly basis for responding to fire calls and attending drills. The hourly rate of pay shall be set by the City Council by resolution from time to time. In addition to the hourly fire call and drill compensation, the Fire Chief and the Assistant Fire Chief shall be compensated by the city for their administrative services in an annual amount to be set by the City Council by resolution from time to time.
