§ 96.03 PERMIT REQUIRED; NOT REQUIRED.
   (A)   Any person or organization desiring to conduct or sponsor a special event in the city shall first obtain a special event permit from the city.

   (B)   A special event permit is not required for the following types of events:
      (1)   Funeral processions;
      (2)   Any event involving 75 or fewer people, that is less than three hours in duration and that does not involve any alcohol sales or consumption; and
      (3)   The use of traditional public forums as alternative channels of communication by the public; provided that, the use is for the free exercise of constitutionally protected activities and does not disrupt or interfere with traffic on public streets or the use of public places by other members of the public.
