Except as otherwise provided by law, the boards and commissions created by this subchapter are advisory to the Council and to the City Administrator/Clerk-Treasurer in all matters pertinent to the duties of the Council and the Administrator/Clerk-Treasurer, but the boards and commissions have no other official status or independent authority. Boards and commissions are referred to in this subchapter as advisory commissions.
