(A) When an abandoned, unlicensed, unauthorized or junk vehicle is taken into custody and impounded, the city must give mailed written notice of its taking to the registered vehicle owner and any lien holders within five days, excluding Saturdays, Sundays and legal holidays. If it is impossible to determine with reasonable certainty the identity and address of the registered owner and all lien holders, the notice shall be published once in a newspaper of general circulation in the area where the motor vehicle was towed from or abandoned. The notice must include all information required by M.S. § 168B.06, as it may be amended from time to time.

(B) If an unauthorized vehicle remains unclaimed after 30 days from the date the notice was sent under this subchapter, a second notice must be sent by certified mail, return receipt requested, to the registered owner, if any, of the unauthorized vehicle and to all readily identifiable lien holders of record.
