(A) The Council must appoint an Animal Control Officer to enforce the provisions of this chapter. The Animal Control Officer may, with the consent of the Council, designate assistants.

(B) The Council will annually, prior to January 15, designate an official pound to which animals found in violation of this chapter will be taken for safe treatment, and, if necessary, for destruction.

(C) (1) It is unlawful to molest, hinder or interfere with any person authorized by the Council to capture dogs, cats or other animals and convey them to the pound while engaged in the operation.
(2) It is unlawful to break open the pound or attempt to do so, or take or attempt to take from any agent any animal taken up by an authorized person in compliance with this chapter, or in any other manner to interfere with or hinder the authorized person in the discharge of the person’s duties.
