§ 70.32 RESIDENTIAL AREAS.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      COMMERCIAL VEHICLE OR EQUIPMENT. Trailers and commercial vehicles with a gross vehicle weight in excess of 15,000 pounds, dump trucks, truck tractors, travel trailers, trailers, semi- trailers and heavy equipment.
      GOVERNMENTAL VEHICLE. A vehicle owned or controlled by the federal government, the state or a political subdivision of the state.
      RESIDENTIAL AREA. Any area in the city located in Traditional Residential or Suburban Residential Zoning Districts.
   (B)   It is unlawful for a person to park a commercial vehicle or equipment on a public street or alley in a residential area of the city, except for the purpose of loading and unloading. This division (B) does not apply to governmental vehicles engaged in government business.
   (C)   (1)   A vehicle parked in violation of this section may be impounded by a duly authorized employee of the city, and will be returned to the owner only after payment of the impoundment fees established by Council resolution.
      (2)   The impoundment of a commercial vehicle or equipment under this section does not preclude the prosecution of the owner of the vehicle or equipment for violation of this division (B).
