§ 4.10.070. MAJORITY ELECTIONS.
   If no candidate receives in excess of 40% of the votes cast for his respective office, the Council shall hold a runoff election between the two candidates receiving the greatest number of votes for the office. Notice of a runoff election shall be published at least five days before the election.
