For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
MARIJUANA. All parts of the plant of the genus cannabis whether grown or not, the seeds thereof, the resin extracted from any part of the plant, and every compound, manufacture, salt, derivative, mixture or preparation of the plant, its seeds, or its resin, including marijuana concentrate.
PUBLIC PLACE. In or upon any city-owned property, as well as any place that the public or substantial numbers of persons are able to congregate or are regularly invited to enter or be upon, regardless of whether the property is privately or publically owned. Examples include, but are not limited to, streets, sidewalks, parking areas, public parks, shorelines, waterways and tidelands, restaurants, bars, clubs, hallways, lobbies and common areas of hotels and multi-unit buildings.
