§ 13.05.100. ENFORCEMENT, VIOLATIONS AND PENALTIES.
   (a)   It shall be the duty of the administrative officer to enforce this section and to bring to the attention of the platting board any violations or lack of compliance herewith.
   (b)   No owner, or agent of the owner, of any parcel of land located in a proposed subdivision shall convey by sale, transfer, or lease, or agree or enter into a contract to sell, transfer, or lease any such parcel, before a plat of such subdivision has been approved, and recorded by the platting board, in accordance with the provisions of this section. A person who knowingly violates this requirement is guilty of a misdemeanor and shall be punishable by a fine of not more than $500 for each lot or parcel transferred, sold, or leased.
   (c)   No person may record a plat or seek to have a plat recorded unless it bears the approval of the platting board. A person who knowingly violates this requirement is punishable upon conviction by a fine of not more than $500.
   (d)   Appropriate actions and proceedings may be taken by law to prevent any violation of the provisions of this section, to prevent unlawful construction, to recover damages, to restrain, correct, or abate a violation, and those remedies shall be in addition to the penalties described above.
