Each owner of a dog, or dogs, kept within the corporate limits of the city shall license such dog, or dogs annually, as required by § 12.10.020. The license will be issued by the City Clerk, Enforcement Officer, or other personnel authorized by the Mayor for this duty. Licensing shall begin January 1 of each year and is valid for the calendar year in which the fee is paid.
