All mooring, storage, and other fees collected by the city from users of the boat harbor facilities shall be deposited in the "Sand Point Harbor Fund". Monies in this fund shall be applied first to the costs of operation, maintenance, and supervision of the boat harbor facilities as the Council may from time to time authorize. When advances are made by the City Council to the fund from the City General Fund, the Sand Point Harbor Fund shall reimburse the general fund upon approval of the Council.
