§ 10.20.030. SOLID WASTE COLLECTION SERVICE REQUIRED.
   Every person residing in or occupying a building within the city shall use the system of solid waste collection and disposal provided by the city. The Mayor may exempt a person from this requirement if he determines that the person requires solid waste collection and disposal service which cannot be provided by the city system.
