§ 10.20.010. POLICY AND PURPOSE.
   It is hereby declared to be the purpose of chapters 2 and 3 of this title to regulate the storage, collection, processing, recovery and disposal of solid waste in order to protect the public safety, health and welfare, and to enhance the environment of the people of the city.
