This chapter shall be administered and enforced by the City Council. The City Council shall have the authority to establish and regulate monthly utility rates for water supply and sewer collection services and connection fees. For all domestic and commercial consumers; but no person shall be bound by any such rate unless it shall have been posted for public inspection for five consecutive days after its adoption at the office of the United States Post Office Building, Sand Point, Alaska.
