The Council shall act only by ordinance, resolution, or order. Law of a general, uniform and permanent nature shall be reduced to ordinance. When the Council expresses opinions, principles, facts or propositions, it shall be in the form of a resolution. When the Council gives direction or authorizes action on behalf of the city, it may do so in the form of a resolution or order of the Council recorded in the minutes of Council meetings.
