§ 9.10.080. MAYOR REGULATION PROMULGATION AUTHORITY.
   The Mayor may promulgate forms and establish written procedures, rules, and regulations necessary to implement this chapter. Such procedures, rules, and regulations are effective at the time established by the Mayor, but are subject to revision or repeal by the City Council at any time.
