(a) At least 30 days is required between the time an ordinance or resolution proposing to dispose of city-owned real property under this chapter is introduced and the time that it is finally adopted by the City Council. Once an ordinance or resolution is introduced, a notice of the proposed sale shall be posted in three conspicuous public places within the city, one of which shall be the property to be disposed of, for not less than 30 days prior to:
(1) The date of the bid opening; or
(2) The date of the lottery; or
(3) The date of the auction; or
(4) The date of the proposed disposal.
(b) The notice shall include:
(1) A legal description of the property and the type of interest to be disposed;
(2) The method of disposal as identified in 8.10.070;
(3) The assessed or estimated value of the property or interest in property; and
(4) The date of the proposed disposal and the time, place, and manner in which the proposed disposal shall occur.
