(a) No person who has been denied the use of the airport by the Director or designated representative may enter on or use the airport except while traveling through as a passenger in a bus or taxi or while embarking or debarking as a passenger on an aircraft operating on the airport.
(b) No person, without specific permission of the Airport Manager, may prepare to operate, or release a kite, parachute, or balloon, model aircraft, or rocket on the airport.
