Every person who cuts, digs up, breaks or otherwise injures, damages or destroys with a plow, cultivator or any other implement or means, the surface of any of the roadways of said County over which said Board of Supervisors has jurisdiction without the written consent of said Board or some member thereof, or who deposits garbage, tin cans, tree or vine cutting, rock, bottles, broken glass, nails or any refuse of any kind or nature upon, or who removes dirt from any such roadway, is guilty of a misdemeanor and upon conviction thereof is punishable by a fine of not more than $100.00. A judgment that the defendant pay a fine for violation of this Section may also direct that he or she be imprisoned until the fine be satisfied, specifying the extent of the imprisonment which must not exceed one day for every $2.00 of the fine.
