For purposes of this Chapter the following terms shall have the meanings set forth in this Section:
(a) BUSINESS. A commercial or public entity, including, but not limited to, a firm, partnership, proprietorship, joint stock company, corporation, or association that is organized as a for-profit or nonprofit entity, or a multifamily residential dwelling with five or more units, located within the unincorporated County.
