§ 41.2002   License Requirements.
   (a)   It shall be unlawful for any person to practice, engage in, or carry on the business or activities of a massage technician within the unincorporated area of the County without having either an unexpired license issued pursuant to this Chapter or an unexpired massage therapist certificate or an unexpired massage practitioner certificate issued pursuant to Chapter 10.5 of Division 2 of the Business and Professions Code (§§ 4600 et seq.).
   (b)   Notwithstanding Subdivision (a) or any other provision of this Chapter, the Clerk of the Board shall not accept applications to issue any new licenses or renewals of licenses under this chapter on or after January 1, 2015. An application for purposes of Subdivision (b) means an application that has fully complied with all of the requirements of § 41.2004, and which has already been reviewed and approved by the Sheriff’s Department pursuant to § 41.2005.
   (c)   It shall be unlawful for any person to practice, engage in, or carry on the business or activities of a massage technician within the unincorporated area of the County without being employed and working at a massage clinic that holds a valid license issued pursuant to Chapter 19 of Division 1 of Title 4 of the County Code (commencing at § 41.1901), or without complying with all regulations and requirements of Chapter 20. A license to perform services as a massage technician does not authorize the operation of a massage clinic.
