Any violation of this Chapter which results in a threat to public health, safety and welfare is a public nuisance. Such public nuisance may be summarily abated and/or remediated by the authorized representative in any manner permitted by law.
The cost of such abatement or remediation shall be borne by the owner of the property or user causing the violation.
