(a) The purpose of this Chapter is to protect the health and safety of, and promote the welfare of, the inhabitants of the County by controlling non-storm water discharges to the storm water conveyance system, and by reducing pollutants in storm water discharges, including those pollutants taken up by storm water as it flows over urban areas, to the maximum extent practicable in order to achieve applicable receiving water quality objectives.
(b) The purpose of this Chapter is to also protect and enhance the quality of receiving waters in a manner pursuant to and consistent with applicable federal, state, and local laws, regulations, and permits.
