All moneys received as permit fees under the provisions of this Chapter shall be paid to the County Treasurer and placed in the general fund. A permit for which application is made under the provisions of this Chapter may be granted at any time during the year, Any permit thereunder shall expire on December 31 of the year in which it was granted and the same must be renewed before January 1 of the following year.
