   In the event of any interruption of service of more than 24 hours duration, or any substantial change in the ambulance service, which causes, or threatens to cause, the ambulance service to be carried out different from that specified in the current permit, the permittee shall notify the Health Officer immediately in writing, stating the facts of such change.
   Upon request by the permittee, the Health Officer may grant a temporary variance in writing from the conditions specified in the original permit if he or she finds that such change is in substantial compliance with the provisions of this Chapter. If the Health Officer finds that such change is not in substantial compliance with this Chapter, he or she may suspend, revoke or amend the permit by written notice.
   No permit shall be transferred to another person except upon prior approval of the Board after timely review and report thereon by the Health Officer.
