   Pursuant to Vehicle Code § 40519(b), any person who receives a notice of a parking violation may enter a plea of not guilty in writing in lieu of appearing in person to enter such plea. The written plea shall be directed to the court or city agency named in the parking citation or notice and, if mailed, shall be sent by registered or certified mail postmarked not later than five days prior to the date specified in the citation for payment or appearance.
   The written plea must be accompanied by a deposit in the sum specified in the citation or notice, which sum shall consist of the amount of bail specified for the offense plus any assessment required by Vehicle Code § 42006. Upon receipt of the written plea, procedures for arraignment and trial shall be as set forth in § 40519(b).
   Any person using the procedure set forth herein shall be deemed to have given a written promise to appear at the time designated by the court for trial, and failure to appear at the trial shall constitute a misdemeanor.
