(a) The Planning Commission shall consist of five members. The Board of Supervisors shall appoint one member for each supervisorial district, who has been recommended and nominated by the supervisor from that district. Each appointment shall be by majority vote of the Board of Supervisors.
(b) In compliance with Public Utilities Code § 21670.1, when a decision involving land use and/or a development project located within the boundaries of an airport comprehensive land use plan, an airport land use compatibility plan or similarly entitled plan, and the Planning Commission is acting in the capacity of an Airport Land Use Commission, the Planning Commission shall be augmented with two members who have expertise in aviation as defined in the Public Utilities Code § 21670(e). The two additional members of the Planning Commission shall be chosen from the appointed membership of the County Airports Commission as described in Chapter 16 of this division and title. The members of the Airports Commission selected to augment the Planning Commission shall include one member that represents the Supervisorial District in which the development project is located, if feasible. The other member, or both members if it is not feasible to include one member that represents the Supervisorial District in which the development project is located, shall be chosen by the Airports Commission on a rotational basis and considering a member's availability. This augmentation shall be required even if the Planning Commission already has as part of its regular membership one member who has expertise in aviation. If the Planning Commission already has as part of its regular membership two members who have expertise in aviation, the Commission shall not be augmented with additional members.
