The Registrar of Voters shall be the appointing authority for all assistants, deputies, and other personnel in the Office of the Registrar of Voters, all of whom shall be in the Classified Service of the County and shall be appointed and hold office pursuant to applicable civil service rules and regulations; provided, however, that nothing herein shall be construed to be a limitation on the statutory power and authority of the Registrar of Voters to deputize qualified persons to register voters or serve as election officers.
