§ 11.0107   Rights Under Existing License or Certificate Not Affected.
   No rights given by any license or certificate under any ordinance repealed by this Code are affected by the enactment of this Code or by such repeal; but such rights shall hereafter be exercised according to this Code.

§ 11.0108   References to Specific Ordinances.
   The provisions of this Code shall not in any manner affect deposits or other matters of record which refer to, or are otherwise connected with ordinances which are therein specially designated by number or otherwise and which are included in this Code, but such references shall be construed to apply to the corresponding provisions contained within this Code.

§ 11.0109   Effect of Heading.
   Title, division, article, section and subdivision headings contained in this Code shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or intent of the provisions of any title, division, article, section or subdivision of this Code.

§ 11.0110   Section Numbers.
   In reading section numbers from left to right, the first digit shall designate the Title of this Code, the next digit or digits to the right of the first digit and to the left of the decimal point shall designate the Division of that Title. The first two digits to the right of the first decimal point designate the chapter. The remaining digits to the right of the first two digits indicate the section number. Example: 56.0122 designates Section 22, Chapter 1 of Division 6 of Title 5.

§ 11.0111   Validity of Code.
   If any section, subdivision, sentence, clause, phrase or portion of this Code is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Code. The Board of Supervisors hereby declares that it would have adopted this Code and each section, subdivision, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subdivisions, sentences, clauses, phrases or portions be declared invalid or unconstitutional.

§ 11.0112   Words and Phrases—How Construed.
   Words and phrases are to be construed according to the context and the approved usage of the language, but technical words and phrases, and such others as may have acquired a peculiar and appropriate meaning in law, or are specifically defined in succeeding sections of this Code, are to be construed according to such peculiar and appropriate meaning or definition.
