(A) The Board of Supervisors shall disapprove a final map if it finds that there has been a failure to comply with the requirements of the Subdivision Map Act, this title, the tentative map or any of the conditions thereof. The disapproval shall be accompanied by a finding specifically identifying the requirements or conditions which have not been met or performed.
(B) The Board of Supervisors shall not disapprove a final map when the failure of the map is a result of a technical and inadvertent error which, in the opinion of the Board of Supervisors, does not materially affect the validity of the map; provided, however, that to the extent possible, the map shall be corrected prior to recordation.
