The Development Review Committee shall consider and make recommendations on the preliminary map, identify problems and report these to the developer. Approvals or disapprovals will be in principle only. If, in the opinion of the Development Review Committee or the developer, matters of policy are involved, the preliminary map shall be referred to the Planning Commission and, if necessary, to the Board of Supervisors on appeal.
