Amendments to this chapter shall be made only in the manner set out in this section. If a proposed amendment is considered by the Board of Supervisors to be in the best interest of the people, the Board shall fix a time for a hearing and direct that the substance of the proposed amendment be published at least once in the newspaper of general circulation, printed and published in the county, the publication shall be at least ten days prior to the date set for the hearing.
