The purpose of this chapter is to safeguard persons and property within the county by establishing minimum standards for building construction, including the installation of plumbing and electrical systems, and to safeguard life, health, safety and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, location and maintenance of all buildings and structures within the county.
