An applicant dissatisfied with the decision of the Planning Commission may appeal the decision to the Board of Supervisors by filing a written notice of appeal with the County Clerk within 15 days after the date of the mailing of the notice of the decision of the Planning Commission. The Board of Supervisors shall set the matter for hearing before it within 40 days. At least ten days prior to the date fixed for the hearing, the County Clerk shall cause notice of the time and place thereof to be mailed to the applicant and to any other person requesting the same. The procedure before the Board of Supervisors shall be the same as before the Planning Commission.
