Yard and other requirements of Title 25 of this code shall be separately applied as requirements additional to plan line requirements; provided, however, that the portion of any lot that lies between a plan line and the present right-of-way line shall be considered as a part of the lot area when determining the number of dwelling units that may be placed on a lot or the percentage of the lot area that may be covered by structures.
